In short, yes, U.S. citizens must apply for a valid Australian Visa. In particular, they are eligible to apply for the Australia ETA online. Read more about the ETA and other visas below.

Border arrangements
Travellers entering or leaving Australia do not require a negative pre-departure test and cruise vessels can enter Australian territory. It is important to remember that other countries, and private airlines, vessel operators and tour companies, may have their own requirements for travellers.
If you are planning to travel to Australia, you should check the requirements of the state or territory you are travelling to. Requirements could include COVID-19 testing after you arrive in Australia or vaccination requirements to visit certain venues or work in certain occupations.
International travellers to Australia
Australia's borders are open, and there are no Australian Government requirements to: give proof of a negative COVID-19 test on arrival to Australia. supply proof of COVID-19 vaccination. wear a mask, although this is encouraged.

All travellers

Do you need yellow fever for Australia?
The only vaccination requirement for entry to Australia is for yellow fever. For more information please go to the Australian Department of Health website.

Getting your visa can take up to 24 hours, so you should give the application process at least a day to be completed. We recommend applying at least a couple of days before your intended travel date to avoid issues. Remember, visitors are not allowed to apply for their ETA from Australia.
Australian ETA: Eligible Countries
Brunei Darussalam, Canada, Japan, South Korea, Singapore, the United States, and Hong Kong.
The Australian ETA application form is very simple and easy to complete. Applicants are required to provide personal details and passport information. The ETA for Australia is valid for 12 months, and allows a maximum stay of 3 months with each entry.
